الحوكمة الفوقية للجهات الفاعلة في تحقيق أهداف التنمية المستدامة: إطار مفاهيمي لقطاع الإسكان

حددت خطة التنمية المستدامة 2030 سبعة عشر هدفًا مترابطًا، ويُعد قطاع الإسكان من أكثر القطاعات ارتباطًا بتحقيقها بصورة مباشرة وغير مباشرة. إلا أن نماذج الحوكمة التقليدية القائمة على الهياكل الهرمية والقطاعية لم تعد قادرة على التعامل بفاعلية مع التعقيدات المؤسسية ومتطلبات التنسيق الرأسي والأفقي اللازمة لتنفيذ أهداف التنمية المستدامة، مما يستدعي تطوير أطر حوكمة أكثر تكاملًا ومرونة، لا سيما في الدول العربية. ولذلك تهدف الدراسة إلى تطوير نموذج للحوكمة الفوقية قابل للمواءمة مع الخصوصيات المؤسسية العربية لتعزيز تنفيذ أهداف التنمية المستدامة المرتبطة بالإسكان، واعتمدت الدراسة على منهجية متعددة المراحل؛ إذ تضمنت المرحلة الأولى استخدام المنهج الوصفي التحليلي لمراجعة أهداف ومؤشرات التنمية المستدامة وتحليلها، وتقييم قدرة الإطار المؤسسي الحالي على دعم تنفيذها. أما المرحلة الثانية فتضمنت تحليل المحتوى لمراجعة التقارير الوطنية والدراسات السابقة وتحديد أدوار الجهات الفاعلة وآليات إشراكها. وأما المرحلة الثالثة فاعتمدت على التحليل المقارن لتجارب دولية مختارة لاستخلاص الدروس المستفادة، ثم منهج التصميم النموذجي (Model Design) لتطوير نموذج الحوكمة الفوقية المقترح. وأظهرت النتائج أن هناك تشتتًا مؤسسيًا، وضعفًا في التنسيق والتكامل القطاعي، ومركزية في صنع القرار، وتداخلًا في الاختصاصات، ومحدودية دور البحث العلمي والتوعية. وخلصت الدراسة إلى اقتراح تحديثات مؤسسية وتوصيات تستند إلى الحوكمة الفوقية في تعزيز تنفيذ أهداف التنمية المستدامة في قطاع الإسكان.
